Georgia Governor Signs Riley Gaines Act Prohibiting Males from Competing in Women’s Sports

Georgia Enacts Law Banning Trans-Identified Males from Women’s Sports

By Ryan Foley, Christian Post Reporter

Georgia has become the latest state to prohibit trans-identified males from participating in women’s sports, as Governor Brian Kemp signed Senate Bill 1—also dubbed the "Riley Gaines Act of 2025"—into law. The legislation was passed along party lines, with the Republican-controlled Senate and House supporting it and only minor Democratic dissent.

Senate Bill 1 clearly states that "Males shall not be allowed to participate in any interscholastic competition on any team that is designated as female." It also allows females to compete on male-designated teams only when no corresponding female teams are available. The law applies to sports at both K-12 and collegiate levels, mandating separate restrooms, changing areas, and sleeping quarters based on sex for all public and private school athletic competitions.

Supporters of the bill, including the religious legal nonprofit Alliance Defending Freedom, argue that it is essential to protect the privacy and safety of female athletes. Erica Steinmiller-Perdomo of ADF remarked that the legislation ensures a "fair and level playing field" for female athletes, who have faced challenges competing against trans-identified males, citing notable instances like Lia Thomas, who broke swimming records in women’s competitions after transitioning.

With Georgia joining 27 other states in similar legislative efforts, the push has gained momentum particularly in response to concerns about competitive fairness and safety in traditionally female spaces. The enactment of this law marks a significant development, particularly following President Trump’s executive order to withdraw federal funds from schools permitting such participation.

Georgia’s move underscores the ongoing national debate over gender identity in sports, reflecting growing concerns among lawmakers about upholding the integrity of women’s athletics.
