Georgia Launches State-Based Health Insurance Exchange: Georgia Access

Beginning November 1, Georgia will launch its own health insurance exchange, named Georgia Access, replacing the federal healthcare.gov platform after over a decade. This transition marks Georgia as the 20th state to implement its own exchange under the Affordable Care Act (ACA) framework.

Whitney Griggs, health policy director for Georgians for a Healthy Future, noted that this move allows Georgia to tailor its health coverage solutions more effectively. "States know best how to reach their residents," she said, emphasizing the potential benefits of localized control. The federal Centers for Medicare & Medicaid Services approved the launch, granting the Georgia insurance department increased flexibility to innovate in healthcare solutions.

However, while the initiative is anticipated to create accessible pathways to care, concerns linger about enrollment practices. Griggs warned that Georgia’s reliance on web brokers and insurance companies for sign-ups may risk ACA compliance, potentially leading to enrollees being placed in inadequate plans. She highlighted that Georgia will be unique among states in this approach.

Cheryl Gardner, executive director of Georgia Access, defended the direct-enrollment model, arguing that licensed agents will provide personalized assistance and improve enrollment rates. "Agents are integral to our mission of reducing the uninsured population," she stated.

To mitigate concerns over potential technological challenges, Georgia Access will preview 2025 health insurance plans on October 28. This is seen as a proactive step to aid consumers in evaluating their options prior to the open enrollment period. Coverage through Georgia Access will commence on January 1 for those who enroll by December 16.
